The Russian Federation has not managed to legalise its occupation by passportizing the population of occupied Berdiansk – less than 1% of residents took Russian passports in two months.

Quote: "In Berdiansk, from July to almost the end of August, about 800 people received Russian passports; note that before the war, more than 113,000 people lived in the city, including 88,000 adults. That is, less than a percent of residents received a Russian passport in two months."

Details: In the occupied territories, Russians are creating an artificial food crisis and block social payments so that citizens are more willing to accept passports, but this has no effect – there is no demand for a Russian document.

Background: In occupied Berdiansk on 26 August, an explosion occurred – Oleksandr Koliesnikov, so-called "Deputy Head of the traffic police" of the city, died from shrapnel wounds
